Senior Legal/Policy Advisor based in Lahore, will focus on consensus building for judicial reform in Pakistan to develop effective working relationships with stakeholders in various branches of government and civil society; facilitate information linkages with counterparts and donors; facilitate judicial stakeholder legal/policy reform dialogue; help develop public awareness/outreach campaigns and supervise a grants program linked to justice sector reform.
Candidate should have a law degree from an accredited law school, preferably in common-law, knowledge of Pakistani law essential; ten years of relevant professional experience; knowledge of concepts, principles and issues in the areas of legal/policy (preferably judicial) reform; excellent writing and legal drafting skills; demonstrated track record of coalition building; furnish information and advice with detachment and objectivity desirable; examples of developing and implementing legal/policy reform strategies; some experience and expertise in public awareness campaigns, preferably with the judiciary.
Two Monitoring & Evaluation Advisors based in Lahore and Peshawar, to develop performance measures, data collection systems, oversee and ensure the collection of high quality data, and be responsible for analysis of data and report preparation. The advisors will also work with the public sector to improve court data collection systems. Candidates should have at least five years experience in M&E and be trained as social scientists; relevant Bachelor's degree required; advanced degree preferred; experience collecting and analyzing qualitative and quantitative data; development and use of data collection systems; designing and implementing monitoring and evaluation (M&E) systems for development projects. Candidates must be proficient in written and spoken English, and should have some experience with software such as EXCEL, ACCESS, SPSS or SAS. Experience with survey research and the design/implementation of quasi-experimental design is a plus.
Senior Communications and Outreach Advisor based in Islamabad and two Mid level Communications and Outreach Advisor, one based in Lahore, and the other in Peshawar, to develop, implement and evaluate communication strategies and outreach efforts to increase awareness of justice sector reforms implemented by the program, and to design and implement advertising campaigns. Candidate should have at least 10 years and 5 years (respectively) experience in planning, implementing and monitoring the impact of communications strategies; relevant Bachelor?s degree; advanced degree in communication, public relations, management, planning, journalism for senior advisor; experience with development and/or government agencies; experience using mixed media and designing marketing and communications strategies, public relations or journalism; proficiency in Punjabi-language for the candidate in the Lahore and Pushtu-language for the candidate in the Peshawar.
