Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:
MSI is recruiting for a long-term Director of Performance Management to support USAID/Pakistan’s MSF. The Director of Performance Management is responsible for providing technical leadership on all matters relating to performance management, including, but not limited to, the management of data and information systems, integrated capacity building, programs incorporating results-based management, logical frameworks, logical models for management, planning, and reporting. The Director of Performance Management will provide technical assistance to USAID/Pakistan’s Program Management Unit (PMU), implementing parters, and the PERFORM team in the design and use of these systems. This may include the design of management frameworks; the selection and operationalization of indicators, data collection plans, data collection, and analysis; data quality assessments; meta-analysis of data; and assistance with reporting. The Director of Performance Management will lead and work with assigned teams to complete assignments and ensure that the deliverables being submitted are on time and of high quality.
This is a full-time position based in Islamabad, Pakistan. It is expected to begin immediately and last through April 2020.
Responsibilities:
• Work with the PMU and USAID/Pakistan technical teams to meaningfully conduct performance monitoring, evaluation, and results-based management.
• Provide technical assistance to USAID/Pakistan implementing partners to design, improve, and incorporate logical frameworks and logic models into their projects and activities.
• Lead technical assistance efforts with USAID/Pakistan to review and revise the MSF and their performance management plan and data quality assessments, and other assignments related to the regular collection and analysis of output and outcome data.
• Identify and refine indicators and operationalize them through the creation of instruments at the output and outcome level and supervise or collect data associated with these indicators.
• Provide assistance to USAID/Pakistan and implementing partners in the analysis and reporting of performance data.
• Provide learning support to USAID/Pakistan and implementing partners in accordance with the USAID/Pakistan Learning Agenda.
• Interact frequently with sector experts and other implementing partners working in the sectors related to special projects.
• Lead capacity building training for USAID/Pakistan and PERFORM staff in performance management.
• Lead interim and final debriefing sessions with USAID/Pakistan as required, including the production of supporting materials such as handouts and PowerPoint presentations.
• Work with PERFORM staff, including monitoring, evaluation and Geographic Information System/ Management Information System (GIS/MIS) staff to maintain a regular flow of communication throughout the project cycle.
• Aid in the preparation of monthly, quarterly, and annual performance reports to USAID/Pakistan and prepare responses to ad hoc data requests.
• As Team Leader for assignments, draft work plans, assign roles and responsibilities, review the technical output of team members, review and edit draft and final reports in English, and at times, in Urdu.
• Supervise short-term consultants who are assigned to undertake performance management-related assignments.
• Draft task order plans for activities and statements of work for team members.
• Travel outside of Islamabad as required to support data collection and other off-site activities.
• Additional responsibilities, as assigned.
Qualifications:
• Minimum Master’s degree in economics, statistics, sociology, or the social sciences. PhD preferred.
• Minimum of ten (10) years of experience providing technical and management support to performance management tasks, M&E activities, and research studies, preferably for USAID projects and programs.
• Experience with results-based management and with designing, improving, and incorporating logical frameworks and logic models into projects and activities – experience on USAID-funded programs preferred.
• Experience identifying and refining indicators and operationalizing them at the output and outcome level.
• Experience managing data collection associated with indicators.
• Experience in data analysis, report writing, and presenting results.
• Fluency in English and Urdu required.
