Myself My name is Rasikh Mahmood and my father name is Mahmood Ali, my father is a Patent, Design, Copy Right and Trade Mark Attorney. I have four brothers, two sisters, two daughters and one wife. I was born in Karachi on 25th of September, 1962 got my early education from here and then selected for Cadet College Petaro (a boarding & logging and Military School/College in District Jamshoro, 26 Kilometers away from Hyderabad) did my Matriculation and Intermediate from the said institution (i.e. Hyderabad Board) in the year 1978 and 1980 respectively and then came back to Karachi, completed my Bachelor of Commerce Degree from S. M. Commerce College, University of Karachi in the year 1983 and later on acquired Bachelor of Law Degree from S. M. Law College, University of Karachi in 1986. I have a very vast experience of 27 years of Administration, Labour Welfare and Fleet Management. As soon as I completed my studies I got job in Karachi Electric Supply Company Ltd., presently known as K-Electric, as Junior Officer (Administration), Gulshan Billing Zone, Civic Center, Billing Department where my duties and responsibilities were:- i) General Administration. ii) To look after the cleanliness of the premise. iii) To take care the security issues. iv) Maintenance of discipline. v) To carry out the repairs of all Office Equipment, Furniture & fixture and vehicles. vi) To receive the complaints of the consumers and to mark those to respective officials/officers. vii) General noting and drafting. viii) Maintenance of Personal Files. ix) Record keeping. x) Disposal of old record, furniture & fixture and obsolete items. xi) General correspondence. xii) Information to the Management. xiii) Preparation of Annual Budget. xiv) Inventory. xv) Supervision of Bill Distribution Section of the Zonal Billing Office. xvi) Dispatch of data, different filled up forms to Computer Department for the preparation of Bills. After three years I got promotion as Assistant Administrative Officer and transferred to Transmission & Distribution Department and posted at East Zone, Spencer Building, I. I. Chundrigar Road. It’s a Zonal Office and controlling 05 Nos. Maintenance & Construction Centers, i.e. Operation Center - 1, Operation Center - 4, M&C Malir, M&C Landhi and M&C Korangi. As the said office is a Zonal Office, here my duties and responsibilities are to look after the Personnel Affairs of the staff and officers posted in these Operations Centers including the above mentioned duties and responsibilities as mentioned in paragraph - 02. Like:- i) Maintenance of Personal Files of the Staff/Officers. ii) To processes the cases of Move over under Career Planning Scheme. iii) Their promotion through Promotion Board. iv) Creation of Promotion Board. v) Issuance of Show Cause / Charge Sheet. vi) Conducting Inquires. vii) To give paragraph wise comments to the dealing Advocate if someone filed any Suit in any Court against the decision of the inquiry. viii) To appear in Court(s) on behalf of the Management as witness to defend the interest of the Company if anyone filed any Suit or Grievance Petition in any Court. xi) Issuance of circulars / notices. x) Dispatch of letters, etc. etc. Achievement of Transmission & Distribution Department:- Arranged the entire Personal Files of Staff Members and Officers in a very systematic manner. In the year 1996 I, got my second promotion in Grade-III as Labour Welfare Officer and transferred/posted to Labour Welfare Department, Civic Center. Here my duties and responsibilities are quite different to those as previous two postings. Such as:- i) Issuance of Medicals Cards to entitled Staff Members, their spouse, their dependable children and dependable parents. ii) Surprise visits to Penal Hospitals to check how our employees are getting medical treatments over there. iii) Surprise visits to different canteens of our different Centers/Zones/Billing Offices to check the quantity and quality of food stuff, the Canteen Contractors providing to our employees. iv) Shifting of dead bodies of our workers who got electrocuted while on duty to their native place. v) To arrange their coffins and Air Tickets for the relatives who accompany the dead body. vi) Quick shifting of injured workers to the nearest panel hospitals for the first aid/treatment and recovery. vii) Distribution of Financial Add and Swing Machines to the widows of the deceased workers. viii) To keep an eye on the activities of the Labour Unions, their Office barears and their supporters. ix) To assist our superiors during demand negotiations with the C.B.A. x) Last but not the least to attend the hearing of the Court Cases in different Labour Courts, Labour Appellate Tribunal as well as N.I.R.C. (National Industrial Relations Commission). Achievements of Labour Welfare Departments:- a) Minimized the shifting time of injured persons from the place of accidents to the Panel Hospitals by convincing the Management to demarcate four zones of Karachi and allowing four vehicles with fuel to four Assistant Labour Welfare Officers as to reach the accident spot within minimum possible time and to shift the injured worker to the nearest Panel Hospital. b) Enhanced the quality and quantity of food stuff, supplied to the workers in different canteens of the Company by ensuring the maximum surprise visits of the deputed Labour Welfare Inspectors. Later on I had been transferred / posted to Training Center of KESC as Administrative Officer on 18-03-1999 and worked there only for three months as the then MDA had closed down the Training Center. Resulted I had been transferred/posted to Accounts Department as Administrative Officer on 01-07-1999 and worked over there up to 21-11-2001. In Accounts Department I had been entrusted all assignments of Administration side, similar to my previous postings. Achievements of Accounts Department:- Here I carried out the cleanup operation against all the absconders by issuing Charge Sheets and sending their cases to the Management for appointing Inquiry Officers, those were absent from duty unauthorizedly since long and without prior sanction of leave, amongst those some were working / doing their own business in Karachi and some were working abroad. On 22-11-2001 form Accounts Department I was transferred to Fleet Management Department as Assistant Controller of Transport and posted there for about twelve years. In Fleet Management Department my duties and responsibilities were:- i) The allocation of vehicles to the entitled Officers / Engineers. ii) Surrendering and recovery of vehicles from Retired, Resigned, Terminated and Dismissed Officers / Engineers. iii) Updating of vehicles computerized data. iv) Procurement of different make and type of vehicles from different authorized showrooms and manufacturing units. v) Registration of vehicles from Excise & Taxation Department. vi) Insurance of vehicles before collecting the vehicles from show rooms. vii) Disposal of old and obsolete vehicles through Tendering. viii) To assist in lifting of disposed off vehicles and to hand over the vehicles’ documents to the successful bidders. ix) To clear the Court Case Vehicles and to get required N.O.C. from different Police Stations / Courts. x) Safe keeping of vehicles’ Registration documents. xi) Payment of Motor Vehicle Tax of entire fleet, comprising of 1750 vehicles on yearly or half yearly basis. xii) Renewal of Insurance cover of the entire fleet on yearly or six monthly bases, Comprehensive Insurance for the first five years and later on Third Party Insurance. xiii) To lodge the theft and accidental insurance claims of the vehicles. In the year 2011 I got my last promotion and worked for the last two years in Fleet Management Department in the capacity of Deputy General Manager (Administration & Fleet Management). My achievements in Fleet Management Department were:- a) Devised and maintained a very comprehensive computerized Master data base for thousands of vehicles. b) Arranged disposal of hundreds of vehicles through Auction / Tender. c) Procured and allocated hundreds of vehicles. d) Cleared nos. of court cases vehicles. The present management had sold out the entire Heavy Fleet to two Private Companies i.e. M/S DLI and e2e Logistics, as such my job role had been finished so I opted for Early Retirement form KESC on 11-09-2013. After perusal of my entire letter, you may easily find that I have a very through experience of what you are looking for and I have quite sufficient experience of all four major categories of Administration i.e. 1) Maintenance of discipline, attendance, issuing Show Cause / Charge Sheets, conducting inquires etc. etc. 2) Personnel affairs like maintenance of Personal Files, record keeping, promotion, transfer and motivation. 3) To carry out civil and maintenance work of Furniture & Fixture, Office Equipment and vehicles. 4) Miscellaneous work like procurement, disposal, inventory, stock taking, information to the Management, preparation of Budget. In spite of that I leave no stone unturned to satisfy my superiors.
